I want the thing circled in red to default to yes when a new member registers. Currently it defaults to no.

The readme only covers basic installs and upgrades. The usergroup settings are numerous and as far as I can tell are set correctly. Can view the chatbox and Can use the chatbox are already set to yes.

So please enlighten me on what obvious truth that I am missing that you are already aware of.

Registered users is where you set it to display it by default. The option you are showing is AFTER they are logged in. That's after the fact, that they logged in. That's a UserCP setting AFTER their usergroup takes precedence. Hence USER selects. It's simple.
