Yes, with the built-in settings, the only option available is the general-purpose "Manage Users".

Basically, we have a handful of admins, most of which we see face to face so security isn't too much of a concern. But we were wanting to provide a bit of a safety net to some to help prevent them accidentally deleting members.

I haven't found anything like this though...
