Solved. I am a little bit embarrassed, I forget that modification called "Nexia's Forum Sidebar Everywhere" has its own version of FORUMDISPLAY template (so your plugin could not include the name of the CSS file there). I changed it and now it works fine.

Thank you for your help.

Please add in the description of this modification a note about this problem so everyone who uses the mod for displaying sidebar on all pages won't wonder why it is not working for them.
