Brother You Have 2 ways
First Way - You Go To Your ftp public_html/install And You Need 1 File "install.php" Then You
upload "install.php" File (You Must Download install.php File From Same Version Of Your vbulletin)
After Upload File Go To URL
www.yourdomain.com/install/install.php
Now Install All Steps And Then In Last Step You Delete Install.php File From Your ftp
Now Your Forum Reset
I Hope This Is Very Usefull For You

Secound - You Delete Alls Files And Databases And Now Again Install New Forum
