1. Not sure what you mean by this question. If you don't have server access and don't have access to upload modifications or make any changes, then you are basically a moderator on the site. There is a lot you can get done, but you certainly can't do upgrades or change any settings if something isn't set up correctly.

2. It's usually best to use Question & Answer as your verification. I think most admins also use some sort of spam modification also depending on their needs.

3. Well, you can set up the site so they can view all the vbulletin text in either German or French, but that doesn't change any of the posts. You could always set up a section for German speakers and a section for French speakers and just hope the German and French stays in the respective forums, but that doesn't encourage interaction between non-German and Germans speaking users or non-French and French speaking users.
