Guys this may fix the problem you are facing but it is not very good approch for vbulletin future updates.
If you follow the installation steps it should work. Things to remeber:
1. To enable store css as file read here
https://www.vbulletin.com/docs/html/...er_css_as_file
2. Make sure to upload the cssrollup_everywhere_sidebar.xml to the correct directory
3. Enable and disable the product or even remove then install the product if it is not working
