As for vbulletin-chrome.css it is a template, not a file.
You can access it from the Admin CP -> Styles & Languages -> Style Manager-
Choose your style and select "Edit Templates" from the drop down menu and click "Go"
In the templates list find "CSS Templates" and double click on it to open them.
Once it has been expanded you can scroll down to vbulletin-chrome.css.
Double click on vbulletin-chrome.css top open it in the template editor.
Also... FYI, vbulletin-chrome.css has NOTHING to do with Google Chrome Web browser. "Chrome" was an industry term for how pages look before Google used it for their browser name.
Only Internet Explorer (IE) has custom templates in the vBulletin template system.
