I don't this mod exists yet... but you could probably use this mod to achieve the same basic effect. Just give out points for starting a thread, and disable all other options.

BTW, it sounds like these existing 'top poster' mods would be very easy to change from 'top poster' to 'top thread starter', maybe just a few lines of code and some phrases. Unfortunately, I can't do that here without the mod creator's permission. You could ask if someone can do this over in the paid modifications section; this should be cheap.
