Oh Thank you very much.. I went and checked the usergroup manager and the group in question had the permissions correctly done so i was feeling this was not going to help me but it did spark my memory with the words download attachment set to yes.. In the CMS permissions was the spot that I had removed some check boxes for each section and so now it is fixed.
