This pretty easy to do. At a 50,000 foot view, here are the tasks

1) take the site offline so that no more logins are permitted
2) dump the database
3) tar the web root
4) untar web root on the new host
5) create new database, db user and import dump
6) change directory permissions
7) adjust forums/config.php for the new environment
8) login to the admincp and adjust..
