I have this same error message, and don't see anything in PHP info to change download directory.

I've tried ./public_html/downloads and ./downloads and full path and still get the error

Update, ok so I added this directory /www/forum/downloads then pointed path to ./downloads and by gosh it works there is even a file in the directory
