I figured it out on my own. And I'll show you how I did it.

In the header template look for this>

To the right of that add your message. Like this>

Code:

Click > save and reload. You're done.

The text you put in becomes the top line in the toplinks. If you have repositioned your toplinks you may have to make some adjustments.
