vB3: Moderation Auto-PM v3.0.1 (but is in the Modification Graveyard - search to google to find the file on other site).
vB4: Moderation Auto-PM v4.0.6

I want to notice that these hacks does not allow users to disable its PMs for changes to their posts, so maybe your users don't be so happy with them! (I had test it on my forum).
I suggest e-steki User ModLog v1.1.3.
