Sounds like a good idea, will start putting future winners into one sticky "hall of fame" type thread, adding the new winner to the top of the post each month.

While I agree with you that is how people should base their vote I don't know we should officially tell someone how to base their vote- if a style designer for example wants to base his or her vote on style alone it's not necessarily wrong. But I will see what other people have to say about this.
