There are two main packages- $195 for the "Forum Only" license gets you a basic vBulletin 4.x forum and 30 days of ticket support. After the 30 days you can get free support in the forums or purchase an extended support plan. For $285 you get the VB4 "Suite" which includes a CMS system and blogs and never-ended ticket support for the life of the product.

In either case you never have to pay again to keep running VB4, the license lasts forever. You would never need to pay again for the VB4 series.

If/when VB5 comes out is when you would have to pay to upgrade, if you chose to. There are no details on when VB5 may be released, not anytime soon though.
