You can either enable WYSIWYG within Options of your User CP (Edit Options) and scroll to the bottom and select Enhanced Interface instead of Standard
OR

if you want everybody to use it by default upon registration, go to AdminCP -> vBUlletin Options -> User Registration Options -> Default Registration Options -> Message Editor Interface -> Show Enhanced
