You MUST define at least one usergroup that can NOT use the application system in ACP->Settings->Options->Application Form Settings, Usergroup Settings.

The most common usergroup to forbid is 8, banned users.[/QUOTE]i had to addthe 8 to the form now it is working fine!!!! as to the other settings i did have the admin checked so it had to be adding the 8 to the settings in the options part. thanks forpointing that out and lettinfg me know because that was def the problem.
