Well Yes and No..........Firstly we do not know if this person here paid the developer to perform the work on his site having been under the impression that the developer stated he knew how to do it.
Secondly this person here never publicly put the developers name so he was at least professional how he presented this issue.
Lastly imagine being this guy not knowing "I assume" how to fix the issue that has now happened and his forum members going nuts because the site is a wreck thus ultimately facing the possibility of losing loads of members. However there are also developers here who say they can perform tasks that you request and really have no clue what you are trying to get done let alone the fact they have no clue to do what you want. This is exactly why vbulletin.org's staff specifically tell you to be cautious and do background checks on potential developers to be hired.
Do not get me wrong here I think developers on here are awesome some offer free services and are great at what they do as far as support goes and the same can be said for those who get paid for their services.
