To ensure your settings are set correctly...

1. Verify Enable Modification is set to Yes
2. Verify Enable Post Count Restriction (signature) is set to Yes
3. Verify the user(s) are not in the Excluded Usergroups (signature)

To find out if there's a conflicting modification, the only thing you can do is disable each of your modifications one by one to see which one is interfering.

Also, be sure that they're posting links in their signature, and not at the bottom of their posts as some users try to get around things by doing that as well. If that's happening, that's what the other settings are for
