I have made such an option possible by creating a usergroup that has no permission to access the control panel. We have signature limits on our forums and if someone repeatedly breaks that policy, they have their signature removed by an admin and are then placed into said usergroup with a nice little custom title that lets them and everyone else know. Works for me.
