I love the idea of this mod and would like to give it a run, but the description of compatibility isn't exactly clear:

It is not compatibile with UTF-8. (Foreign language/multi-language websites)

-Fix allowed usergroups to see notifications bar
-Allow mulitple languages/UTF-8/Latin to work w/notifications
-Add private message notifications
-Option in admincp for admin to remove vBulletin default notifications system and replace entire system with Forum-Skins.com Notifications
-Private Message Notifications stay on top
-Change color of links to a different color than text surrounding links
-Less notifications
-Better optimziation
-Compatible with UTF-8

Note the parts in Red- at the top in Big letters it states it is NOT compatible with UTF-8, then at the bottom in small letters, it states that it IS compatible.

Which is it?
