If you don't have any type of backups (mainly database backups) at all, and there's no possible way of getting ahold of your host, then as much as it may suck, yes, you pretty much have to start from scratch.

Also, get a dependable and reliable host

And in the future, make sure you make a database backup at least once a day, and have a copy of it on your server (not accessible to the public, obviously) and a copy on your hard drive. I use Paul M's backup mod here
