I can see what your getting at and thumbs up for thinking out of the box.But I'm sure you agree it depends on what bots your dealing with.Most have evolved to a very human like posting standard and even the most seasoned web master these days, will take a second look at a post.
Often now the hyperlink is contained within one word of their content and disguised as not to show as a link.So it's not really just a case of changing their username,avvy or the sig,as the little culprit will be sat in the post..
Saying that I think your idea of using the bots to your advantage is something coders should be looking at instead of us always fighting them.
As for the mod,great idea but again it's really down to what your banning.It's a piece of software not human and it comes in all flavours, multiple accounts are created and they are all sat behind proxies.For everyone you ban you'll get twenty back.
