A designer can design, they're going to be the one who makes a mockup of the style in photoshop and sends you a PSD of the finished product, may or may not be sliced for export. If a vbulletin forum template can be made by vbulletin a coder, provided a .psd from the designer, what various page designs do I need to handover to designer (which pages)

I am aware about following important pages in vbulletin:
1. Forum HomePage
2. Forum Display Pages
3. Showthread Pages
4. Postbit Page
5. Thread Tag Pages
6. HomePage, Category and Article Pages (in case we are planning to use vbulletin CMS).

Can you let me know if I am missing anything above ?

You usually get what you pay for though, top end people probably charge $75+ an hour, and I've seen people do for for less than $5 an hour.
