You won't get one on that page due to the way the templates piece together, and having worked with those templates extensively before, I'm not sure it would really be worth the effort. There's no border there because the forum icon and the forum description are all part of the same table cell. You'd have to go into, I believe, forumhome_forumbit_level2_post or nopost to edit it, but you'd never quite get what you were trying to do without a fair amount of finagling.
