I have a very specific issue to solve.

Right now, the index page of our server is forum portal (CMS) but I would like to replace it with a custom html page. It should be completely custom, without any vb template, header or footer.

I could easily achieve this by putting it as index page and rename forum index.php to something else, but here comes the problem: server owner does not like to give any remote FTP access to his server, not even to forum admins, therefore his request is that index page should be editable through admincp.

I hope you could assist me in this matter. So far I did not discover how could I do that from admincp, all the plugins I checked only create new pages from template. I would also like to preserve CMS (index page would provide fast and usefull info and give links to CMS and forums).

Problem #2 are editor toolbars. I'd need to know how to manipulate them to display them in 1-2 rows instead of 3 rows, which leave 50% of empty space on the right. I tried to edit editor_toolbar_on template with no success (probably missed the template because no changes were displayed at all).
