I have done this before, imported a phpBB database to a new vBulletin installation, and it was easy as pie. Did it with a couple of SMF db's as well. Impex is great.

But to the OP: Personally I recommend vBulletin 3.8.x instead of the 4. You'll thank me. Alot.
