If you buy a VB4 license you never have to buy another VB4 license. You will have the ability to run VB4 indefinitely and have access to all VB 4.x.x versions released.

As for The Forum Classic vs. the Suite it will depend in your needs. If you don't have any use for blogs and/or a CMS system then a Forum Only license is probably sufficient.
