The entry period ends when it does to give an opportunity to check the entries for any invalid entries prior to the actual draw. It is hard coded and can't be changed.
It also prevents members from complaining that they didn't get an opportunity to enter a raffle because they didn't know when it ends. I've had that happen and the answer is always easy this way. The raffle entry period ends at 12:00 midnight the date of the draw.

In your case for the draw to take place at 3:00pm, you would set the hour to 18 and the first minute field to 0. For 3:05pm it would be the hour to 18 and the first minute field to 5.
Now if the draw is not taking place precisely at 3:00pm, this is not a problem with the raffle task. vBulletin scheduled tasks run by visits to your site. If there are no visitors the scheduled tasks do not run and pile up waiting for the next visitor. So if say 6 tasks are waiting to run and the raffle draw is the 6th one, it could be a long time before the draw actually takes place. Because they take place one at a time with each visit to your site.
The only sites that run tasks at almost the exact scheduled time are very busy sites with lots of traffic.
