I don't know if you got your question answered already, since your post was in June, but vBulletin Options is a menu located in the right column. And yes, sometimes modification settings are located there, and sometimes they have their own separate menu in the right hand column. Occasionally, the controls will be on an entirely different page and not in your Admin CP. This is all dependent on what the author of the modification wanted. Generally, simple modifications will only have a handful of settings, and only require the installation step of importing an XML file, will have just vB Options settings.
