I've have your mod since the initial release and have never before had an issue with any file installation or upgrade of this modification.
The CHMOD permissions are set to 777
It can't be a conflict with another modification since the file is only part of this modification.
If you're convinced the error is on my end I'll simply have to leave the modification uninstalled. Shameful. One of the best functions of our forums and well worth the investment in the Pro Version. Now I have reservations as to whether or not that version would cause the same issues.

Other modifications or indeed your entire vBulletin installation is irrelevant to the ability to upload a file. Your FTP program or FTP server may be set up to disallow uploading files over a certain size.
Truth is, I have no idea. Nobody has produced any Google-able FTP program error messages and I have never encountered this issue before on any of the hundreds of sites I have uploaded files (and indeed these files) to =/

You can add the shoutbox to the CMS by switching to manual deployment and follow the on-screen instructions to add the variable to the
FORUMHOME and one of the CMS templates
