In Human Verification options with post un-checked everyone can post. With it checked it goes back to the question and answer regardless of how many posts.

I added two new registered users with the same result.

If you have checked post in Human Verification Option then feature of this mod will not work.

i don't want the plugin code, i want plugin title where hook is "newpost_process". you might be having two three plugin running at same hook.
