This checkbox is visible only to those who have permission to Moderate, as a way to help them to promote an Ad which belongs to a user who does not belongs to a usergroup with priority 1. To remove such an from premiums, you need to edit and uncheck this.

As I said before, a user can't see that checkbox. Is visible only to moderators.
