Default Banning IP State-Wide
how can I ban a complete state from joining my forum?

There is a user from a state who is spamming my forum.. I know banning his ip wont keep him away. he can just use another computer or change his ip..

what is the best thing for me to do?

what if i did the global ignore thing? he would think he can be seen but his post are invisible right?
