Personally, I wouldn't enable aggressive email banning. It's just not considered a good way to cut down on spammers, and can lead to trouble with legit users.

BTW, I found the thread at vb.com fairly easily. The newest list is on the last page, but it looks like this may not be a particularly useful way to prevent spam any longer, with some 200 entries on the list, and probably 500 more not.
