If I user the following code in the ad_navbar_below template and I also have 10 banners for location 0. Then shouldn't it rotate between all 10 banners and show one at a time?

It shows one banner at each time. Every time you refresh or reload a page with this template, another banner out of 10 is shown. It works like any other HTML with dynamic content.
