How to remove image attachment option popup & tab ?

Why vbulletin don't provide any option to turn this off ? I've disable any attachment upload..so there's no need to let this option from appearing

I want it 100% likes earlier version..

So, how to modify the popup template and make sure after this, there's no others tab, it should has Insert from URL only
