Look in the table structure for the effected database. Go to the bottom of the structure page and see if the table is disabled, that is what was wrong with my site.

I fixed it by making a blank fresh install of vbulletin in another password protected folder and importing the data only from the trobled tabled to the fresh clean table of the same name. I then dropped the troubled table and imported the good one with the imported data back to the public sites database.

There may be an easier way but this worked for me and got everything back to normal.
