To see what is happening, there are two test plugins available to test the functionality on the Twitter side of things:

vBulletin 2 Twitter: Test/Debug Module 1 - which tests to see if you are actually authenticating with Twitter
vBulletin 2 Twitter: Test/Debug Module 2 - tests to see if your Twitter Application is set to "Read & Write"

Your AdminCP's Plugin Manager, enable these plugins one by one, follow the instruction to change the userid to your userid and post the responses for both plugins here and we can see what is going on. Remember to disable them again once done.
