I'd search the phrases (Languages & Phrases > Search in Phrases) for some of the text, like maybe "Recommended Links". If it's found, note the variable name and search the templates for that. If the phrase isn't found, search the templates for "Recommended Links".

If the links aren't found in a template, they could be put there by a plugin. You could go to the Plugin Manager and see if you can figure out from the names of the plugins which one might be doing it.
