If you have uninstalled the product, it has cleaned up after itself and deleted banners and the rbs_banners and rbs_hits tables.

This would explain why banners have gone. However, since you have surely (have you?) a backup of your forums, made as reccomended by vBulletin Solutions before any upgrade, you should be able to restore the rbs_banners and rbs_hits tables easily
