The problem is Paygate requires a email address when processing payment so it will work fine it you could make sure people cant choose a subscription without 1st completing a registration form, is that possible?? To answer your question quickly enough, no, it is not possible.

This is a problem with the payment processor, not the product; and you pretty much hit the nail on the head saying it would help nobody else. It is just not practical to make changes like this for custom payment systems. If the regular subscription payment method conventions are followed (which they are not for Paygate, from what you said [...need email first]), it should work.
