Just to clarify - I could delete and add to the section but I could not configure the layout. I followed the above steps and I still had the same issue. I took it a step further and uninstalled the 2 items I had installed (microClassifieds and PayPal Donate) and still the same issue. I can remove and add to a section but I can not configure.

What can I do now? Thanks in advance.
