Right, at last after a week of getting 500 server errors, whilst trying to download files that were not uploaded by me via the import feature. These all worked fine, but every file that anyone else uploaded, gave me a server error.
I tried everything, thinking it was either my modified htaccess file, or modifies php5.ini file for increased upload size.
well its not!
After downloading my error logs from the server, i found lots of this line:

malformed header from script. Bad header=application/rar; name="myfilename: downloads.php, referer: http://www.domain.com/forums/downloads.php?do=file&id=66
The clue was the
"Bad header=application/rar", as i knew this was in the extensions settings.
Simply remove everything from the box in .rar and .pdf, and now it works a treat.
If anyone has the correct "working" header setting for these two extentions, i would appreciate them, as everything on the internet says something different. In my opinion, most popular file types are recognised by browsers anyway, so most could be left blank.
