What is actually the problem?

You ban him, he registers again, with a different username and email address?

Very hard to do anything about. If he is on the same IP, you can ban the IP, but if he is mobile, that will not help.

You will have to provide some "pattern" that he is identifiable by, otherwise, you can not get help here. If he is identifiable only the way he expresses himself in postings, then it is very hard to do anything technically.
