What template can I find the 'edit pencil' for CMS articles so I can wrap admin permissions only around it?

As the current VB CMS allows the author of an article (even one promoted from the forum) to edit or delete at will without time limit or restriction. I would like to simply remove the 'edit' option that pops up that pencil icon. I can wrap admin permissions around it, if someone will tell me the template to look in to do this.
