If you just made it so it isn't viewable, then just change the permissions on it? I don't understand why you want to make a new one.

Forum Manager > find forum > Edit > change name to what you want and make sure under Posting Options all are set to Yes except Forum is Active. Save Also, make sure it is listed under AdminCP > Settings > Options > content management > comments forum
