If a user has no avatar set but a profile picture set can I use that for avatar?

Hello,

I have some users that set their profile picture but didn't set their avatar. I'm guessing this is a bit of confusion on their part on what the difference between the two is.

Is there a way to have the avatar be set to the profile picture in the post bit if not avatar is defined for the user? Help would be appreciated.
