I'm afraid I've got no idea about golf. Ladders work on the basis of two players playing each other, I'm not sure if that's like stroke play.

That sounds like a single elimination tournament. The winner from each pair progressing to the next round, until there is a winner.

How ever you want, create categories for different types of golf, different standards (ie. pro or beginner) or different locations (eg. UK/ USA golf tournaments)
Categories are there just to help you organise your tournaments and ladders better.
