It sounds like you don't have any contenttypes then. You need to do the whole upgrade and also do all the counter updating (although I dont' think this issue is with the counters, but you will have issues later on if you don't do that part of the upgrade).

Check your database and see if you have a table called contenttype and how many rows are in it. Also, do you have the forum or suite?
